Getting Credit

Getting Credit rankings are based on the sum of scores on two indices. The Depth of Credit Information Index (0-6) measures the coverage, scope and accessibility of credit information available through public credit registries or private credit bureaus. Higher scores indicate the availability of more credit information which will facilitate the decision-making of firms. Second, through the use of case scenarios, the Strength of Legal Rights Index (0-10) measures the degree to which collateral and bankruptcy laws protect the rights of borrows and lenders and facilitate lending. Higher scores indicate that laws are better designed to expand access to credit. In the 2013 Doing Business Report, the Philippines earned a score of 3 out of 6 on the Depth of Credit Information Index and 4 out of 10 on the Strength of Legal Rights Index. The goal for the year was to raise these to 5 and 9 respectively, each just one point below the perfect score.
